Church Road car park improvements

Hart District Council has started work to resurface and improve Church Road Car Park in Fleet. 


Church Road car park will be closed from 4.30pm today until Friday morning, to allow resurfacing work. The work is to completely remove the existing surfacing around the old public toilet, and then re-lay new surfacing that guides the water to run-off into the drainage system.

To undertake the work quickly, efficiently, and to minimise risk to users, the car park will be closed to new entries from 4.30pm. Any vehicles already in the car park will be allowed to stay, but will be guided around the work. 

The removal of the surfacing is a noisy activity, and this will take place from 5pm to 9.30pm. Resurfacing works will begin as soon as possible afterwards. The white lining is planned for Friday 14 December.

25 JUNE 2018 UPDATE:

The work to improve Church Road car park is nearly complete. The outstanding work includes SSE relining power cabling and BT relocating a manhole cover. SSE are planning to complete the work in the next 2 weeks, and BT will be completing work on 4 July.

Further white lining and low level planting will also be carried out, as well as replacing the roofs to the ticket machines, and painting the lamp columns and black posts. Provided the remaining work is completed on schedule, the car park improvements will be finished by the end of July.


The majority of the long stay area in Church Road car park has now been resurfaced and will reopen by 5pm on Friday 8 June.

The remaining areas of Church Road car park will be closed for one week from 7am on Monday 11 June to finish resurfacing. This includes the short stay area and a section of the long stay area including the Electric Vehicle charging points.

The newly resurfaced area will remain open, with access to Sainsbury's and Marks & Spencer by the new footpath. Barriers will be in place to direct people along the paths.


Hart District Council has now appointed Colas to undertake the improvement works to the car park, which start on 3 April, and last until the end of June 2018.

The car park will remain open during the works, but with restricted access.

The programme of work is as follows:

  • Week 1 – Site set-up and minor works
  • Week 2 – Construction of new footways
  • Week 3 – Drainage works
  • Week 4 & 5 – Footways and landscaped areas
  • Week 6 & 7 – Resurfacing and lining of car park

The contract to refurbish Church Road car park has been awarded to Colas.

The refurbishment will include a totally new surface across the car park, a segregated footway that connects with Marks & Spencer, Sainsbury's and Fleet Road, as well as footways across the car park with new planting, and relocation of the existing recycling centre. The car park will remain operational through-out the works, but at different stages, it will be necessary for areas of the car park to be closed to allow for resurfacing, kerbing, and construction of footpaths.


In July the third stage of the work was carried out which involved clearing the pipes underneath the car park.


Following on from the drainage survey and clearing, tests were carried out in three areas of the car park in May to find out if the ground was suitable for soakaway drainage. 


The first stage of the project was carried out in March 2017 including drainage surveys and clearing.

The Improvements to Church Road car park have been a major project for Hart's Infrastructure and Parking Teams and will bring great benefit to both residents and visitors who use it.
