Vision 2040

The Council has adopted a new long term Vision to 2040. Here you can view the Hart District Council 2040 Vision.

The Vision is for Hart: ‘To become The best place, community and environment to live, work and enjoy’. The Vision provides a clear direction for Hart and will help to improve our use of resources and align our strategies to reach the outcomes our communities deserve. The Vision will also now inform further work on the Corporate plan and future work programming.

Corporate Plan

The Corporate Plan sets out how the Council intends to play its role in improving, sustaining and promoting the social, economic and environmental wellbeing of the communities in Hart District over the next five years.

Hart's Code of Corporate Governance

All Members and officers have a responsibility for upholding the principles of good governance.

Governance is about how the Council ensures it does things in the right way, for the right people and in a timely manner. When carrying out its functions the Council will have due regard to openness, honesty, integrity and accountability.

Our Local Code of Corporate Governance provides details of the arrangements that we have in place to maintain an effective governance framework.

Principles of Good Governance

The Council will comply with the requirements of the CIPFA/SOLACE Governance Framework 2016. The framework comprises of seven key principles, these being:

  • Behaving with integrity, demonstrating strong commitment to ethical values, and respecting the rule of law.

  • Ensuring openness and comprehensive stakeholder engagement.

  • Defining outcomes in terms of sustainable economic, social and environmental benefits.

  • Determining the interventions necessary to optimise the achievement of the intended outcomes.

  • Developing the entity’s capacity, including the capability of its leadership and the individuals within it.

  • Managing risks and performance through robust internal control and strong public financial management.

  • Implementing good practices in transparency, reporting, and audit, to deliver effective accountability.

Hart's Constitution

Hart is committed to efficient and effective decision-making which is transparent, accountable and encourage community involvement.  Hart has, therefore, developed a Constitution, or a ‘handbook’ on how it operates its decision-making structures and the ‘rules’ by which it operates.  It contains:

  • Details of the Council’s decision-making structures and processes;

  • The Council’s Standing Orders or ‘rules’ that govern how the Council’s meetings are conducted; (These Standing Orders are a mixture of things that the Council is required to do by law (for example, hold an Annual Council meeting) and things which it has adopted as good practice.)

  • The Council’s Scheme of Delegation to Officers, which sets out details of the functions of the Council that have been delegated to officers;

  • Financial Regulations, or the rules by which the Council must conduct its financial business;

  • Various Codes, including the Code of Conduct for Members and the Officer/Member Relations Code;

  • Your rights regarding your dealings with Hart 

A full review of the Constitution was approved by Council in April 2014.  It is constantly being updated to reflect changes in the organisation and how it works, and parts will have a footer showing the date that page or section was updated.
