Home Upgrade Grant Phase 2
You could qualify for a Home Upgrade Grant energy-efficiency grant if you don't have mains gas at home
Home Upgade Grade 2 (HUG2) is the latest version of the government's Home Upgrade Scheme.
It delivers energy-saving improvements, worth an average of £18,000, to the homes of people who struggle to pay their heating bills and keep their homes warm in the winter.
To qualify, you need to live in a home without gas heating. This is also known as being 'off-gas'. Off-gas heating includes electricity, oil, liquid propane gas and solid fuels.
The funding is provided by the government and delivered by Agility Eco in partnership with Hart District Council.

What does HUG2 offer?
If you qualify, you could get:
- insulation and ventilation upgrades to make your home warmer and more comfortable in winter. This will help prevent damp and mould as well as reducing heating bills.
- low-carbon heating systems such as an air source heat pump, which will help the environment.
- new heating controls to help you fine tune your energy usage
- energy-efficient hot water systems
- solar panels to help reduce electricity bills
Who's eligible?
HUG2 is open to homeowners and private tenants in:
- homes not heated by mains gas which includes oil, coal, liquid propane gas or only electric heating
- households with a combined annual income of less than £36,000 gross OR receiving certain income-related means-tested benefits such as Universal Credit
- hard-to-heat homes – based on your home Energy Performance Certificate. You’ll be helped with this part of the assessment and receive a free EPC assessment if you do not have one.
Not eligible for HUG2?
There's other funding available for homes that use gas heating, such as ECO4 or the Great British Insulation Scheme.

What happens after you apply for HUG2?
The HUG2 team will process your application after you complete the online form. If they think they can help you, they’ll send someone to assess your home. Then they’ll let you know by letter or email what support might be available.
After that, an expert will complete a technical survey and you’ll be asked to sign an agreement form. Then specialist installers will make appointments to carry out the work. When it’s done, you’ll receive warranties, manuals and certificates.
