Energy Company Obligation (ECO) Scheme

Helping households reduce the costs of home heating by installing energy-saving upgrades

The Energy Company Obligation is a government energy efficiency scheme designed to tackle fuel poverty and help reduce carbon emissions.

Suppliers must promote measures that improve the ability of low-income, fuel-poor and vulnerable households to heat their homes.

ECO4 Flex coming soon!

The council has appointed InstaGroup as its managing agent for ECO4 Flex.  

ECO4 Flex focuses on supporting residents through the installation of insulation and heating upgrades, such as boiler replacements, for households with a current Energy Performance Certificate (EPC) rating of E,F and G. 

With over 20 years’ experience, InstaGroup will help residents through the process of accessing funding that can help improve their home's energy efficiency. This could involve upgrading the insulation in their homes -  insulation helps keep you warmer in the winter and cooler in the summer and it could help reduce energy bills.

You may also be eligible if you meet any of the following criteria:

  • low-income
  • vulnerable and fuel-poor households, via self-referral

Residents with the following medical conditions, who may be susceptible to cold winter temperatures, via GP referral:

  • cardiovascular
  • respiratory (in particular, chronic obstructive pulmonary disease and childhood asthma)
  • limited mobility
  • immune supressed conditions
