Following an assessment (review) of the Hart Local Plan 2032 work will start on a new local plan for Hart district in 2025 - see Item 68 of the Cabinet agenda 2nd January 2025.
A new Local Development Scheme containing the timetable for the next local plan will be prepared in due course to supersede the Local Development Scheme: ninth revision. A commentary on the Local Development Scheme: ninth revision can be found in the Authority Monitoring Report 2023/24.

There are currently made neighbourhood plans for the following Parishes:

- Dogmersfield
- Fleet
- Hartley Wintney

- Odiham and North Warnborough

Hampshire minerals and waste plan

South East plan
Community involvement in planning
The statement of community involvement sets out council policy for consultation on the local plan, supplementary planning documents, neighbourhood plans and planning applications.
Shapley Heath garden community project
As part of the government’s garden communities programme, we explored the opportunity for a new community at Shapley Heath. This project has now concluded (see Cabinet minutes 4 November item 73).
We will take the learning into consideration when we prepare the next local plan, and will consider reasonable alternatives for significant housing growth.
National planning policy

National planning policy is a material consideration in the determination of planning applications.
The December 2024 NPPF and local housing need figures followed a consultation on Proposed reforms to the National Planning Policy Framework and other changes to the planning system. Hart District Council’s response to that consultation is available below.
