The statement of community involvement sets out council policy for consultation on the local plan, supplementary planning documents, neighbourhood plans and planning applications.
We will review our local plan policies, i.e. assess whether they need updating, by no later than 30 April 2025, five years after adoption of the Hart Local Plan 2032. If a full or partial update to our local plan policies is needed a timetable will be prepared for an update to the plan.

As part of the government’s garden communities programme, we explored the opportunity for a new community at Shapley Heath. This project has now concluded (see Cabinet minutes 4 November item 73).
We will take the learning into consideration when we prepare the next local plan, and will consider reasonable alternatives for significant housing growth.
National planning policies for England are set out by the government in the National Planning Policy Framework (NPPF). The NPPF is a material consideration in the determination of planning applications.
Between 30 July 2024 and 24 September 2024 the Government consulted on Proposed reforms to the National Planning Policy Framework and other changes to the planning system. The consultation included proposed changes to the NPPF, to housing numbers and other aspects of the planning system.
