There are currently made neighbourhood plans for the following Parishes:

  • Odiham and North Warnborough
  • Rotherwick
  • Winchfield
  • Yateley

Hampshire minerals and waste plan 

  • Hampshire, Portsmouth, Southampton, New Forest National Park and South Downs National Park minerals and waste plan (adopted October 2013). For up-to-date information visit the Hampshire County Council website

South East plan 

Community involvement in planning 

The statement of community involvement sets out council policy for consultation on the local plan, supplementary planning documents, neighbourhood plans and planning applications. 

Local plan review 

We must review our local plan policies by no later than 30 April 2025, five years after adoption of the Hart Local Plan 2032. A review is an exercise to assess whether policies need updating,

A report on the review went to Overview and Scrutiny on 10 December 2024. An updated report will go to Cabinet on 2 January 2025.

The Local Development Scheme: ninth revision will be updated in due course. A commentary on the Local Development Scheme can be found in the Draft Authority Monitoring Report which also went to Overview and Scrutiny Committee on 10 December 2024.

Shapley Heath garden community project   

As part of the government’s garden communities programme, we explored the opportunity for a new community at Shapley Heath. This project has now concluded (see Cabinet minutes 4 November item 73). 

We will take the learning into consideration when we prepare the next local plan, and will consider reasonable alternatives for significant housing growth.  

National planning policy 

National planning policies for England are set out by the government in the National Planning Policy Framework (NPPF). The NPPF is a material consideration in the determination of planning applications. 

Between 30 July 2024 and 24 September 2024 the Government consulted on Proposed reforms to the National Planning Policy Framework and other changes to the planning system. The consultation included proposed changes to the NPPF, to housing numbers and other aspects of the planning system.
